Government's air quality strategy puts transport on the spot

After a lengthy Whitehall tussle, the Department of the Environment (DoE) is about to consult on a strategy which will propose air quality targets for 2005. Proposed EC legislation on post-2000 vehicle emission limits and fuel quality will be insufficient to ensure compliance with several key air quality standards. Local authorities will therefore have an important role in tackling pollution hot spots - but important questions remain over the powers and resources that will be available to them.
