Marine pollution Bill introduced in Lords

A Bill paving the way to stricter controls over marine pollution and onshore disposal of ships' waste was introduced in the House of Lords on 25 October.1 Many of the Bill's provisions will require regulations to bring them into effect, and the Government wants international agreement on cost-recovery charges to pay for pollution response capacity and ship inspections, user charges for ships' waste reception facilities and compulsory insurance for ships rather than introducing these unilaterally.
