Water inquiry split over metering, pushes demand management

The House of Commons Environment Committee published its report into water conservation and supply in November.1 The Committee takes a tough line on leakage and the importance of demand management, and was not convinced of the need for major new water resource development. But it failed to agree on the role of metering, even for non-domestic uses such as garden watering.
