Brussels proposes new phase for environmental assessment

A draft Directive to extend environmental assessment requirements from projects to land use plans and programmes was unveiled by the European Commission in December. The proposal is intended to improve integration of environmental considerations into earlier stages of the decision-making process, and could be used to deregulate existing assessment requirements for individual projects. The UK is expected to oppose the proposal.
