Doubts over duty incentive for low-particulate lorries

Proposals for implementing the plan announced in the Budget for cuts in vehicle excise duty (VED) on lorries with low particulate emissions were issued for consultation by the Department of Transport (DTp) on 22 January.1 But the option apparently favoured by the DTp would exclude one-third of the UK's lorry fleet from the incentive scheme - and in general operators would face unattractively long paybacks on the cost of emission controls.
