Collapse of film recycling scheme blamed on failure to regulate

A voluntary scheme set up to recycle plastic film used on farms has been forced to shut down because the film producers backing it could no longer compete with "free riders". The closure is being blamed on the Government's failure to create a level playing-field by placing a recovery obligation on all producers - despite warnings over a three-year period that the scheme would otherwise fail.
