Pluses and minuses from the landfill tax

The landfill tax came into force last October, and Customs & Excise is already quietly confident that the revenues will at least match the Government's projected £500 million per year. Reduced disposal of inert wastes to landfill is bringing both positive and negative environmental effects. But there are few other signs that the tax has stimulated waste minimisation or recycling - and a growing if patchy body of evidence that wastes are being diverted to illegal disposal routes and leaking out into poorly regulated activities.
