Commission changes tack with landfill diversion targets

A revised draft Directive on landfills has been prepared by the European Commission's Environment Directorate, DGXI. The key change - a move away from a fixed limit on the organic content of waste allowed into landfills to a phased reduction in the total quantity of biodegradable municipal waste sent to landfills - has been designed to soften opposition to the proposal orchestrated largely by the UK. Indeed, the UK's current waste policies should take it a fair way towards the new targets, although they would force a further significant shift away from landfilling of biodegradable waste after 2005.
