Access to information ruling hits European Commission

A new ruling by the European Court of Justice has held that the European Commission cannot rely on blanket or generalised refusals to requests for information concerning its decision-making on the enforcement of environmental law. The judgement will exert pressure on the Commission as well as the Council to apply similar standards of openness to their internal workings as are required of authorities within Member States under national laws or, in the environmental field, by the 1990 EC Directive on public access to environmental information.
