HSE drops "permissioning" idea for major hazard installations

Plans outlined last year by the Health and Safety Executive (HSE) to introduce a "permissioning" system for hazardous installations have been dropped. An informal consultation paper on the implementation of the EC "Seveso II" Directive on major accident hazards does not even mention the idea. But the paper does make it clear that the Directive's requirements on the content of companies' safety reports, their handling by the authorities and their disclosure to the public will force major changes in the relationship between industry, the HSE and the public.
