Dirty power station slips through legal loophole

Coal producer Celtic Energy has applied to recommission a 40-year old power station in South Wales with only limited environmental improvements. The Environment Agency's hopes of demanding upgrading to new plant standards have been frustrated by a legislative quirk - casting doubt on its ability to drive forward technological improvements under integrated pollution control (IPC).
