Setting off down the road towards IPPC

The process towards implementation of the 1996 EC Directive on integrated pollution prevention and control (IPPC) began in July with the publication of two consultation papers. The main document deals with the main issues in a muted way, but also puts forward significant proposals for hardening the UK's own IPC regime. The second paper, on the application of IPPC to the intensive livestock sector, raises important questions about how the Ministry of Agriculture weighs costs to farmers against benefits to the environment - and may also have repercussions for some sectors of industry.
