Government's fresh attempt at greening of Whitehall

The Government has promised to inject new life into a largely abortive initiative by its predecessor to encourage environmental appraisals of policies by all Departments. A consultants' review has found that guidance on how such appraisals should be conducted has rarely been followed over the past five years. The group of Green Ministers has been given a higher status and the job of overseeing improvements in policy appraisals - but the strength of the Government's commitment to other pre-election promises on the greening of Whitehall remains open to serious doubt.
