Transport consultation points to traffic curbs

Far-reaching reform of transport policy to reduce reliance on road transport has been promised by Deputy Prime Minister John Prescott in a new consultation paper. However, doubts linger over the Government's willingness to fully integrate environmental concerns into transport decisions - reinforced by Ministers' disagreements over the approval of several controversial new road schemes.
