EC Directive forces major change to environmental assessment rules

Proposals for implementing an EC Directive on environmental assessment (EA) of major projects were issued for consultation by the Department of the Environment, Transport and the Regions (DETR) on 31 July.1 They include a major switch from the current UK approach of determining the need for EA in the light of non-binding "indicative" thresholds for some classes of project to setting binding "exclusive" thresholds below which EA will not be required for most projects.
