Government retreats on promise to curb opencast mining

A pre-election promise by the Labour Party to curtail opencast coal output has been dropped. Instead, the Government intends to rely largely on a restatement of planning authorities' existing powers to address environmental concerns about opencast mining - but has acknowledged that some of the proposals drawn up while in opposition were unrealistic.
