Dispute over causes of decline in battery recycling

The number of lead-acid batteries recovered for smelting is down by around 15% on 1996. But an Environment Agency study has found little evidence to support industry claims that last year's revised "special waste" regulations are responsible for the decline. Falling lead prices appear to be at least an equally important factor.
