Doubts over Southern Water's £20 million sewage promise

Southern Water dismayed the Environment Agency and its customers in January by submitting plans for reduced standards of sewage treatment at Brighton. The move calls into question its promise to spend £20 million on providing secondary treatment for the discharge - and points to the convoluted world in which decisions on the industry's environmental spending are now taken.
