Lengthy delay for contaminated land regime

A fresh delay in the implementation of the contaminated land clean-up and liability regime established by the Environment Act 1995 was announced in late December after the Government declined to find the money to fund it. The earliest implementation date is now April 1999. In the interim, several changes are to be made to the draft regulations and guidance on the new regime - though the Government has dropped a pre-election promise to allow polluters to escape remediation liabilities where the damage could not have been foreseen.
