Waste targets in doubt as waste strategy put back to 1999

Plans for a statutory waste strategy are running around two years behind schedule, and further delays are possible because of the Environment Agency's slow progress in gathering waste statistics and preparing advice to local authorities on waste planning and the best practicable environmental option (BPEO). A parliamentary inquiry has also suggested that Ministers are retreating from some of the waste targets they inherited. Meanwhile, the Government is making positive noises about variable charges for household waste collection.
