Government looks to widen scope of IPPC controls

The Government intends to implement the 1996 EC Directive on integrated pollution prevention and control (IPPC) in primary legislation next year - and will take the opportunity to tidy up and strengthen the UK's existing pollution control regimes. A new consultation paper on IPPC also points to new powers on site contamination and remediation, and a controversial new duty on the environment agencies to consider wider costs and benefits of pollution control measures, backed up by a new power for the Government to intervene in their decisions.1
