"Polluter pays" with a vengeance as charges rocket

The environment agencies have been given the go-ahead by Ministers to impose sharp increases in the charges they levy on business for 1998/99 - and more of the same is firmly on the cards for subsequent years. But there is some doubt whether the extra income will be used to pay for more inspections in some regulatory regimes.
