Agency talks tough amid dismal progress on waste competence

An onerous interpretation of the rules on technical competence for waste managers is being proposed by the Environment Agency in the run-up to the August 1999 deadline for obtaining certificates of technical competence (COTCs). An Agency survey has revealed that some 2,000 managers have yet to begin work on their certificates and many wrongly believe that they do not need them.
