South West Water has received two abatement notices over Cornish sewage discharges in recent weeks, even though both are consented by the Environment Agency. Issued by local authorities to mitigate alleged risks to public health, the notices show how statutory nuisance powers may be used to bypass the Agency's decisions - and pose an expensive hazard to sewerage undertakers.
