Paralysis over genetic engineering

The first commercial planting of genetically modified crops in the UK will not occur till next spring at the earliest. The same is true throughout most of the EC. Yet the capacity of official institutions to handle the consequences of the looming genetic engineering revolution in agriculture has already been tested and found seriously wanting.
