European Court rules on access to environmental information

The European Court has given its first judgement concerning the interpretation of the 1990 EC Directive on public access to environmental information. The Directive is one of a handful of Community instruments concerned solely with procedural rights, and its broad scope and loose drafting have given rise to difficulties in implementation - particularly for Member States which lack a tradition of open access to information. The European Court's liberal approach will have implications for the UK where conflicts of interpretation arise.
