Greenhouse gas, landfill targets to pose early tests for federal UK

New powers have been inserted at a late stage in the legislation to establish devolved assemblies in Scotland, Wales and Northern Ireland to enable the Government to share out quantitative targets set by EC and international environmental laws between the constituent parts of the UK. The new arrangements may have an early test over the allocation of targets for greenhouse gas emissions and reductions in landfilling of biodegradable waste.
