Scottish EIA regulations may halt EC legal action
Regulations implementing the 1997 EC Directive on environmental impact assessment (EIA) of major projects came into force in Scotland on 1 August for development subject to planning control and certain other projects. 1 They may be enough to halt legal proceedings brought against the UK by the European Commission for failing to implement in Scotland provisions in the 1985 Directive on EIA requiring international consultation on projects with transboundary impacts.
