Most local councils to miss deadline for recycling plans

The Government's recycling strategy for municipal waste was sagging a little after Environment Minister David Maclean disclosed in a parliamentary answer that only a handful of local authorities had submitted their recycling plans with just over a fortnight to go to the official submission deadline.1
