Report on water pollution charges

The Government sacrificed possible revenues of over £1 billion per year after abandoning plans for a system of water pollution charges in this year's Budget. The figure appears in a study for the Environment Department by consultants ERM who investigated the feasibility of a charging system in the run-up to the Budget. 1
