Environment Agency bids for higher charges, bigger grants

The Environment Agency is pressing the Government to sanction a 17% increase in its income from charges on business over the next three years. The proposal, revealed in its latest corporate plan, would pay for new duties and extra enforcement - but may spark a backlash from industry after two years of steep charge increases.
