Modest change promised for "greening" spending review

The Government has conceded that there were weaknesses in the way environmental considerations were integrated into its comprehensive spending review (CSR) in 1997-98. In an otherwise disappointing response to a report by the House of Commons Environmental Audit Committee on the CSR and its aftermath, it has proposed a modest procedural improvement for the next review.
