UK's falling energy efficiency spells trouble on CO2

The efficiency with which the UK economy used energy diminished in 1991 for the second year in succession, breaking a sustained post-war trend. The reverse signals trouble - particularly from the transport sector - for the Government's plan to return the UK's emissions of carbon dioxide to 1990 levels by 2000.
