Many councils fail to plan for recycling target

Only just over half the local authorities in Britain had submitted draft recycling plans to the Government almost a month after the deadline for doing so had passed. The early indications are that only about one-third expect to meet or exceed the Government's target of recycling half of the country's recyclable household waste by 2000.
