HMIP softens line on upgrading of organic chemicals plants

The second and final drafts of nine guidance notes setting out the environmental standards expected of the organic chemicals industry when it comes under integrated pollution control (IPC) have been circulated by HM Inspectorate of Pollution (HMIP). They include a new clause which may allow many existing processes to continue well beyond the 1997 deadline for upgrading - strengthening fears that HMIP is giving too much weight to economic rather than environmental factors.
