Greenpeace and NRA in bust-up over discharge consents

A concerted attack by Greenpeace on the consent system for industrial discharges has brought it into renewed conflict with the National Rivers Authority (NRA). The campaign to scrap discharge consents - which Greenpeace claims "legalise pollution" - has been roundly condemned by both the NRA and industry, but has drawn attention to several flaws in the system.
