Upturn in complaints about noise, odour pollution

Public complaints about noise and odour pollution increased sharply in 1990/1, according to the annual report of the Institution of Environmental Health Officers (IEHO).1 Air pollution offences appear to have levelled off, but signs are emerging that the squeeze on local authorities' finances is damaging their capacity to protect air quality.
