Environmental concerns over plan for single Scottish water authority

Legislation to merge Scotland's three water authorities into a single body is to be introduced in the Scottish Parliament later this year. The move is intended to help the industry fend off the threat of competition - but there are fears that it will divert its attention from managing a major environmental investment programme.
