Fuel poverty plan's uneasy mix of low prices and efficiency investment

The draft UK strategy to end fuel poverty by 2010, launched at the end of February, draws together a range of existing initiatives and sets out plans to target help in five pilot "warm zone" areas.1 As well as investment in energy efficiency, the strategy emphasises a need to keep energy prices down.
