Reforms to "special" waste regime place onus on waste producers

Businesses producing hazardous waste will have to register with the Environment Agency and face periodic inspections, under root and branch regulatory reforms proposed by the Department of the Environment, Transport and the Regions (DETR).1 But the requirement to pre-notify the Agency before consigning "special" waste will be abolished.
