Not all councils to get emissions testing powers

In August, Transport Minister John Spellar outlined plans to give local authorities new powers to fine drivers of polluting vehicles. The powers will be available only to authorities which have declared air quality management areas (AQMAs). They will allow councils to carry out roadside emissions tests and issue fixed penalty notices of £60.
