Summit subsidiarity debate overhangs EC environment policy

The EC Environment Council will meet on 15-16 December with a reasonable prospect of agreeing legislation on eco-auditing and vehicle emissions, and paving the way for new restrictions next year on ozone-depleting chemicals. But the European summit in Edinburgh on 11-12 December, where the effort to translate the doctrine of subsidiarity into concrete action will take shape, may prove to be more crucial to the future of the Community's environmental policy.
