Scottish Parliament passes first water Bill

A Bill to establish Scottish Water by merging the three current water authorities was passed by the Scottish Parliament on 14 February. Ministers resisted major changes to the new authority's sustainable development duties, but amendments were passed to require it to work in consultation with local communities over major operations, and to strengthen safeguards for drinking water quality.
