Missed deadlines all round in new air pollution controls

Implementation of the air pollution control system created by the Environmental Protection Act 1990 is not proceeding satisfactorily. Many operators have failed to apply for authorisation, local authorities are not determining applications within the specified deadlines, and the system is creaking due to a combination of insufficient resources, deficiencies in central guidance and inadequate training.
