Poisoning the policy spring

No country was more influential and more insistent in getting the concept of subsidiarity enshrined in the EU Treaty than the UK. The principle dictates that measures should not be introduced at EU level where they are more properly and effectively taken at national or local level. It has served to constrain excessive centralisation and dampen fears of a federal Europe.
