Congestion charges stall as the provinces look to London

Provincial cities have put congestion charging plans on hold and are waiting to see if London's charge is a success, Transport Secretary Alistair Darling has told a House of Commons inquiry. He denied that the Government has gone cool on congestion charging, and said he was considering issuing guidelines to help local authorities decide whether to implement schemes.
