Proposals to implement EC chemical testing rules

Proposals to implement the 1992 EC "Seventh Amendment" Directive on the testing and notification of new substances were issued for consultation by the Health and Safety Commission (HSC) on 25 January.1 They appear to be in line with the EC requirements, but in addition extend the scope of the scheme to chemicals used by offshore operators and introduce fees to cover the authorities' costs in processing notifications.
