Environmental tribunal heads legal reform agenda

Powerful arguments for the establishment of an environmental tribunal to handle regulatory appeals and possibly other tasks emerging from developments in environmental law have been put forward by a study commissioned by the Environment Department.1 The report is part of a wide-ranging official review of the structures and processes of environmental law, with some significant innovations - including civil penalties for environmental offences - on the agenda.
