IPC charging proposals anger chemical industry

The chemical industry stands to be the major loser under proposals from HM Inspectorate of Pollution (HMIP) to revise its cost-recovery charging scheme for 1993/4.1 Fees for each "component" of processes subject to integrated pollution control (IPC) are to rise only slightly. But new components have been introduced and the ceiling on the number of chargeable components on chemicals processes has been removed.
